Job Title: Africa Financial and Operations Officer
Location: Washington, DC


  •  Maintain the Africa regional financial trackers for all current and prior year GPOI and APRRP funding; maintain records and provide reports necessary to inform program managers of the status of funds
  • Assist POCB efforts to manage foreign funding contributions to peace operations capacity building programs including tracking the obligation and expenditure of funds and preparing required and ad hoc reports   
  • For funds executed through interagency agreements (IAAs), support efforts by POCB and other regional stakeholders to monitor and oversee DSCA case management processes
  • For funds executed through State Department contracts or grants, assist with the preparation of purchase requests or grant packages, monitoring the expenditure of funds, identification of unliquidated funds, de-obligation of funding balances, and contract/grant close out procedures
  • In coordination with POCB and other regional stakeholders, maintain a schedule of program-funded training and assistance activities in the Africa region; facilitate the coordination and de-confliction of relevant activities in partner countries 
  • Conduct other program-related support activities, as directed


Minimum Qualifications:

  • Demonstrated experience managing budget or financial processes for large-scale programs
  • In-depth knowledge of, and experience using, Microsoft Excel
  • Bachelor’s degree
  • Ability to conduct occasional international travel to conduct short-term regional assessment visits
  • Knowledge of U.S. Department of State financial systems (e.g., GFMS, ILMS, ARIBA) strongly preferred
  • Knowledge of DSCA case management processes and procedures is preferred
  • Experience with contract administration is preferred
