Job Title: Contracts/Grants Administrator/ Political Military
Location: Washington, DC

General Duties and Responsibilities:

  • Assist program office CORs with all contract management tasks as directed, including:
  • Developing and compiling contract solicitation packages o Processing procurement requests
  • Supporting Technical Evaluation Panels and contract award processes 
  • Monitoring compliance of contract deliverables
  • Reviewing vendor invoices and supporting the resolution of invoicing disputes o Ensuring contract files are accurately maintained and auditable
  • Facilitating contract close-out processes and de-obligating unliquidated obligations
  • Assist program office GORs with all grant management tasks as directed, including:
  • Developing and compiling grant award packages
  • Monitoring the submission of grantee project and financial reporting
  • Monitoring and tracking financial expenditures and balances
  • Ensuring grant files are accurately maintained and auditable 
  • Facilitating grant close-out processes and de-obligating unliquidated obligations
  • Conduct other program-related support activities, as directed

 

Minimum Qualifications: 

  • Bachelor’s degree 
  • Knowledge of U.S. Department of State financial systems (e.g., GFMS, ILMS, ARIBA) is strongly preferred but not required 
  • Knowledge of contracting principles, including Federal Acquisition Regulation (FAR) statutes, regulations, and procedures sufficient to support the planning and administration of contracts is strongly preferred, including:  Market Research/Pre-solicitation activities
  • Solicitation Phase activities
  • Post Award contract administration phase activities to Closeout Phase activities
  • Knowledge of U.S. Department of State grant management systems is preferred
